How ChatGPT Ads works
A plain account of the advertising channel we specialise in: what OpenAI has documented, how broadly each part applies, and what is still moving. Everything here is checked against official OpenAI sources; nothing is inferred from third parties.

Where advertising appears
Ads sit alongside a conversation, not inside the answer.
- Labelled, separated placementsDocumented as standard behaviour
Ads are labelled as sponsored and visually separated from ChatGPT’s response; they can appear below the end of a response.
- No influence on answersDocumented as standard behaviour
Ads run on separate systems from the chat model. Advertisers cannot shape, rank or alter what ChatGPT says.
Who sees ads
Exposure is defined by plan and by age, as OpenAI documents it.
- Ad-supported plansDocumented as standard behaviour
Ads may appear for people on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts do not see ads.
- No ads to under-18 accountsDocumented as standard behaviour
OpenAI does not show ads to accounts identified as belonging to people under 18, using account-level age information and age prediction where available.
Availability and access
Access depends on where the advertising entity is based.
- Self-serve Ads ManagerVaries by market, account or campaign type
Advertisers register, add payment details, set budgets, bids and pacing, upload ads, launch and manage campaigns and view performance in Ads Manager. Self-serve access requires the advertising legal entity to be based in a country OpenAI lists as available; access follows the ad-account country chosen at setup.
- EuropeVaries by market, account or campaign type
OpenAI announced ChatGPT Ads across 31 European markets, with self-serve access through Ads Manager from 31 August 2026. Access depends on the country in which the advertising legal entity — the one that is billed — is based; OpenAI maintains the per-country list, and it should be checked for that country before planning.
How campaigns are bought
Objective, billing event and bid strategy are set separately.
- Impressions objective (CPM)Documented as standard behaviour
Optimises for reach and awareness; you pay per thousand impressions with a fixed bid.
- Clicks objective (CPC)Documented as standard behaviour
Optimises for engagement and traffic; you pay per valid click, with a fixed bid or OpenAI’s Maximize Clicks strategy against a daily budget.
- Conversions objective (oCPC)Documented by OpenAI as beta
Optimises delivery towards one tracked standard conversion event while still charging per valid click. The account must support conversion bidding, and the event cannot be changed after the campaign is created.
- Bid strategiesDocumented as standard behaviour
Fixed bids that you set yourself, or Maximize Results strategies (Maximize Clicks, Maximize Conversions) where OpenAI adjusts bids within a daily budget. Bid limits depend on the account currency and objective.
- BudgetsDocumented as standard behaviour
A campaign has either a daily or a lifetime budget; daily minimums depend on the account currency. Account-level spend-limit windows are available to some accounts and apply independently of campaign budgets.
What can be targeted
Targeting is explicit; context hints describe, they do not restrict.
- Geographic targetingVaries by market, account or campaign type
Campaigns target countries and, where supported for the account, regions and Markets, with inclusion and exclusion lists. Product-feed campaigns use country-level targeting.
- Platform targetingDocumented as standard behaviour
Delivery can be limited to the ChatGPT iOS app, the Android app, or ChatGPT on the web (desktop and mobile browsers). Omitting the setting targets all three.
- Custom audiencesVaries by market, account or campaign type
Customer lists built from hashed email, phone or advertising identifiers can be used for inclusion, exclusion or bid multipliers. Inclusion and bid multipliers require at least 25,000 matched users; exclusion has no minimum.
- Context hintsDocumented as standard behaviour
Up to 2,000 short descriptions per ad group of the products, use cases or needs an ad addresses. They are not exact-match keywords and do not replace explicit geographic, platform or audience targeting.
- How ads are selectedDocumented as standard behaviour
OpenAI’s system selects ads on expected relevance and outcomes, using the context and intent of the current conversation, the ad’s landing page, title and copy, the advertiser’s context hints and targeting, and — when a user has ads personalisation enabled — select signals from their broader ChatGPT experience.
How results are measured
Browser and server events, attribution windows and a defined metric set.
- OpenAI PixelDocumented as standard behaviour
A browser SDK that sends conversion events from your website, with consent controls and Content Security Policy guidance. Events can be attributed to ad clicks and, where available for the account, to impressions.
- Conversions APIDocumented as standard behaviour
Server-to-server events for actions recorded by your backend, such as confirmed orders. OpenAI describes it as a more reliable source than the Pixel alone; when both are used, shared event IDs prevent double counting.
- Standard and custom eventsDocumented as standard behaviour
Standard events such as order created, lead created and registration completed can carry values and currencies and can serve as optimisation goals. Custom events can be measured but not optimised towards.
- Attribution windowsVaries by market, account or campaign type
Click-through attribution uses a configured click window; OpenAI’s setup examples use 30 days. View-through attribution, where available for the account, uses a fixed 1-day window after an eligible impression and is reported separately. Where both apply, the click takes precedence.
- Reported metricsDocumented as standard behaviour
Impressions, clicks, spend, click-through rate, average CPC and CPM, conversions, cost per action, post-click conversion rate and, where purchase events carry values, attributed sales and return on ad spend — at account, campaign, ad-group and ad level, with country, device and platform breakdowns.
- Data freshnessDocumented as standard behaviour
Impressions and clicks can appear within minutes and may be revised; spend, CPC and CPM reflect finalised activity and can update later; conversions update through daily processing. OpenAI advises allowing at least a day for conversion data.

Catalogue-based product ads showing images, titles, ratings, prices and brand, with feed-level reporting. Conversion-optimised product-feed campaigns are in open beta.

Policy and review
OpenAI decides who may advertise and where ads may appear.

Creative, images and landing pages must comply with OpenAI’s Ads Policies. Advertiser branding and creatives are reviewed. Sensitive or regulated categories such as health and financial services may be eligible only under strict criteria; ads are not placed near sensitive conversations; political advertising is not currently allowed.

- Which accounts have conversion bidding, view-through reporting and spend-limit windows enabled
- Formats, surfaces and the depth of reporting exposed in Ads Manager
- Pricing dynamics as more advertisers enter the auction
